Access Legal from Shoosmiths is concerned that moves to reduce Caesarean section deliveries will put women's and babies lives at risk.
Hospitals are under pressure to reduce the number of Caesarean deliveries because of the extra costs involved.
Solicitor and medical negligence specialist Nicola Forster said: "This issue has particular relevance to the work that we do, and we're extremely concerned that lives will be put at risk by what is in reality a cost-cutting measure by the NHS.
"Cost should not be a factor when weighing up the benefits of performing a C-section. The Government's desire to cut the number of procedures could at times prove fatal.
"Minutes can make the difference between life and death, and doctors' decisions shouldn't be influenced by financial pressures."
Forster said the suggested approach will also undoubtedly influence the advice women receive during the ante-natal period.
"A woman should have autonomy over her body, and over the decisions she makes in relation to child birth."
